The mission of the VACBP’s Ethics Initiative, which was launched in August 2018, is to elevate our members by providing support as they seek to provide the highest level of ethical behavior in the delivery of care.
In order to support providers as they work to implement best practices as defined by the mental health field and respective governing bodies, the Ethics Initiative has developed a number of tools, including:
- A written code of conduct/ethics for use by our members and their employees.
- Ethics resource library with quick and easy links to valuable resources for providers.
- Ethics training curriculum for use by members for in-house training, which includes modules that cover client rights, service provider responsibilities, privacy/security/human rights, marketing and outreach, and ethical scenarios. This training is intended to satisfy the required ethics training for QMHPs.
- Distribution of an Ethics Blast electronic newsletter, which includes important news and information for members.

In the Initiative’s first year, a lot of attention has been on providing support to our members to help increase compliance with DMAS, DBHDS and Human Rights regulations.
Through the Ethics Initiative, the VACBP launched a series of regional ethics roundtables for members with regional licensing specialists and human rights advocates. Through these roundtables, our members are able to increase their understanding of regulations and guidelines governing the services they provide, as well as participate in an open dialogue and ongoing discussions regarding licensing and human rights managers.
The Ethics Initiative is also focused on helping our members to aggressively identify and eliminate Medicaid fraud, as well as misuse of the system, within their organizations and within the delivery system as a whole.

This includes providing support to help our members:
- Ensure quality assurance measures are in place to monitor for any misuse of the services offered, including developing a set of guidelines that should be included in every agency’s QA protocol.
- Understand how to initiative investigative measures toward employees upon suspicion.
- Implement a “no tolerance” policy for those within our organization who commit Medicaid fraud.
- Access standardized investigative training.
- Increase quality assurance measures to demonstrate self-monitoring practices that will support our mission.
- Develop recommended steps in the event of a misconduct report.

Ethics Initiative launches regional roundtables
In the spring of 2019, the VACBP’s Ethics Initiative launched a series of regional roundtables where providers were able to talk with regional licensing and human rights contacts about common mistakes, compliance tips and important licensing and human rights updates. These roundtables also provided an opportunity to strengthen relationships and have an open dialogue with regulators to help increase provider understanding of the regulations and guidelines that govern the services they provide.
